I understand Mr. Savage has written you fully

under date of 30th June with regard to his claim that

his service of twelve years with the Hong Kong Government

should be regarded as continuous with the eighteen years

served at home before he was transferred to that appoint-

ment.

From the letter from the Colonial Office, dated

1st January, 1902, it seems quite clear that his conten-

in tion is right and is in accordance with the contention of

the Colonial Office when they transferred him to Hong Kong

from the Home Service.

I trust you will be able to take a favourable

view of Mr. Savage's claim. I have personally seen

him and heard his statement.
